Strategic responses to corruption

The NSW Independent Commission Against Corruption (ICAC) is the oldest independent anticorruption agency in Australia and one of the oldest in the world, having investigated corruption and the factors that cause it for over 30 years. Staff of ICAC’s Corruption Prevention Division are thus able to provide unique insights into how to practically prevent corruption within government organisations.

Corruption hinders organisational achievement by negatively affecting decision-making, wasting funds, lowering quality standards, reducing morale and adversely impacting an organisation’s reputation. Corruption within your organisation therefore compromises its ability to efficiently and effectively deliver services to the community, adversely impacting both its reputation and achievements. The information provided in this course will assist you to make the systems and processes under your watch more corruption resistant, increasing the likelihood that organisational aims are successfully achieved.

What will you learn?

Over four days, you will be exposed to a range of concepts and analytical tools that you can use to identify weaknesses and opportunities in your organisation’s operational arrangements. Once these vulnerabilities have been identified, you can use the information to help build a leaner, more robust system that is naturally resistant to corruption. Participants will learn how to design and implement systems and processes that both control corruption risks and support the achievement of organisational outcomes.

Through an examination of theoretical frameworks, case studies and practical activities, this workshop puts forward an approach to corruption prevention that builds on past successes in corruption risk management while making fuller use of the control that is inherent in well-designed and managed operational arrangements.

This course will be run as an interactive workshop, using teaching approaches such as:

  • case studies
  • individual and small-group activities
  • small group and whole of class discussion.

Material will be drawn from research and theoretical perspectives, as well as the NSW ICAC’s extensive collection of past investigation reports and advice publications.

At the end of this program you will be better equipped to:

  • understand the main elements of the control environment, their impacts on corruption prevention and how they integrate
  • develop a deeper awareness of what may motivate corrupt conduct and how your organisation can use motivation and group dynamics to create positive change
  • understand the corruption prevention implications of organisational structures and boundaries
  • comprehend the control inherent in tight operational arrangements, such as better-practice processes and performance metrics
  • analyse operational arrangements for efficiency and effectiveness, identify points of weakness and the potential for corruption.

Who should register?

Senior Executives from all three tiers of government with operational responsibility for work areas that have significant vulnerability to corruption.
